Why did Bush lie to congress to get the USA involved in a war and the occupation Of Iraq?

Personally I think that President Bush, as well as Congress, was duped by the intel they were provided. People constantly bash Bush for being a stupid moron, but that couldn't be since he was able to fool EVERYONE into believing that WMDs existed. In the end it wasn't Bush, but faulty intel that dragged us into war.
