Would a roux thicken water?

It's the water in your broth or whatnot that combines with the flour in the roux during the thickening process. Yes, plain water will thicken with a roux (but then what do you have? Paste?) You might want to use cornstarch or arrowroot instead of a flour roux in dishes where you wanted a clear appearance and weren't worried about adding flavor.
