What does it mean when guys start hooting at you?

Well, I live near a really big park. (Miles Square Park) and anyways as I'm walking I get comments from guys every now and again. I hear guys from across the street hooting, or guys yell from their cars, and sometimes have a guy follow me around the park as I'm exercising and he wont go away until I start asking him stupid questions, like, "are you lost" then theyll finally leave really pissed. And I dont know why. Its happened recently. It's not like i have made any changes to myself or anything. and i dont even know if im hot. Im asian, 5.3 feet and 98 pounds and im 14 years old (i wont be turning 15 until april)...but i dont know...and im home schooled so im not really used to guys following me..so..yeah..awkward?
