Why is only 9gallons of a Barrel used for gas?

Who arrived at that figure and how? 1 Barrel is 19gallons, correct? Is this always true? Or occasionally is an entire barrel turned(refined?) into gas - how do you know? Should more or less of a barrel be used for gas?
